Forbearance and the Michigan Homeowners Assistance Fund

Please join us for this luncheon as we discuss this important issue facing our consumers post-Covid!   We are honored to have Mary Townley, Director of Homeownership for Michigan State Housing Development Authority (MSHDA) as our guest speaker!  Mary will talk about where the current forbearance regulations stand - as they were recently extended.  She will also talk about MSHDA's MIHAF Program.

We are also excited to have Paula Johnson from MSUFCU join us to speak on how lenders handle loss mitigation and forbearance. Paula oversees MSUFCU's servicing area.

Then we will have a disussion on how lenders can partner to address the homeowners delinquency.

The Homeowner Assistance Fund was established under section 3206 of the American Rescue Plan Act of 2021 (the ARP) to mitigate hardships associated with the coronavirus pandemic by providing funds to prevent homeowner mortgage delinquencies, defaults, foreclosure, loss of utilities or home energy services and displacements of homeowners experiencing financial hardship after January 21, 2020.

About Our Speakers:

Mary Townley is the director of the MSHDA's Homeownership Division, a position she has held since the Division’s inception on September 25, 2006.  Ms. Townley supervises a staff of approximately 29 and a total of 11 contract staff.  The Homeownership Division is responsible for loan underwriting, purchasing, and funding of all single- family loan transactions that are purchased from our partner lenders from across the state.  Homeownership also works with counseling agencies from all areas of the state to provide homebuyer education funding and training, and a plethora of services to prepare residents of Michigan for homeownership.  Michigan was a recipient of funding from the Hardest Hit program in the amount of $769 million, which is slated to close in the next few months.  The new Homeowner Assistance Fund program (part of the ARP funds) was recently awarded to Michigan and the Homeownership division should be launching this program very soon.  The Homeownership Division is also responsible for the administration of the States Mortgage Credit Certificate program which is a homebuyer annual tax credit.    Ms. Townley’ s background consists of over 25+ years in the private sector working for financial institutions and the last 15 years with MSHDA.  Mary holds a bachelor’s degree in Business Management and has over 30+ years of extensive HUD/FHA experience.

PAULA JOHNSON, Mortgage Sales Manager, Michigan State Federal Credit Union

Paula joined MSUFCU in 1990 and has worked in the Mortgage Department in different roles since 1994. Paula was a Mortgage Loan Officer for 15 years before she moved to a management position in 2011. She also serves on the board for the Lansing area Home Builders Association. She is dedicated to providing superior service to our members and to the mortgage team.

Paula earned her Bachelor of Business Administration from Northwood University. Outside of work, she enjoys spending time with her family, camping, and watching movies.
